Construction Environmental Management Plan

Construction Environmental Management Plan (CEMP)

At ProHort Ltd, our Construction Environmental Management Plans (CEMPs) are designed to ensure that construction works are carried out with full consideration for the ecological sensitivities of the site. A CEMP sets out in detail how your development will avoid harming protected species, priority habitats, and retained trees, and is often required by planning authorities as a condition for consent.

What is a Construction Environmental Management Plan?

A CEMP is a site-specific document that outlines the measures a contractor will take to prevent environmental damage during construction. For ecologically sensitive sites, the emphasis is on mitigating harm to wildlife and vegetation—especially species and habitats protected under UK and local legislation.

An important part of the Construction Environmental Management Plan (CEMP) is identifying who is responsible for mitigating different ecological risks — whether it’s the client, the contractor, or the Ecological Clerk of Works (ECoW).

Our Ecologically Focused CEMPs Include:

🌿 Protected Species Safeguards

Detailed working methods to avoid harm to bats, great crested newts, reptiles, badgers, birds, and other protected or priority species likely to be present on or near the site.

🌳 Tree and Root Protection
Identification of retained trees and Root Protection Areas (RPAs), with clear exclusion zones, fencing measures, and permitted working methods around trees.

🦋 Timing and Supervision of Works
Recommendations on seasonal constraints and the requirement for Ecological Clerk of Works (ECoW) supervision during sensitive phases of construction.

🚧 Site Setup and Working Methods
Controlled access routes, materials storage, lighting restrictions, and drainage measures to reduce impacts on nearby habitats and species.

📋 Pre-Commencement Checks & Toolbox Talks
Protocols to ensure site teams are briefed and sensitive features are identified and protected before works begin.

📸 Monitoring & Reporting Requirements
Outline of how compliance will be documented and communicated to stakeholders, including local planning authorities or Natural England.
