What is a Preliminary Ecological Appraisal?

A Preliminary Ecological Appraisal (PEA), also known as an extended phase 1 habitat survey is the initial ecology assessment that identifies and analyses a site for the presence of both animal and plant species of various habitats. This is carried out at an early stage in the project, prior to any ecological features being disturbed as a result of the development. As the first survey in the ecological assessment process the PEA will index everything of biodiversity value on site. The aim of this is to confirm the presence and absence of ecological features on site. If no species or ecological value is identified it therefore eliminates any ecological constraints and removes the need for further surveys to be carried out.

Why do I need a Preliminary Ecological Appraisal?

As stated in the National Planning Policy Framework (NPPF) and the ODPM Circular 06/05, during the decision to grant or deny planning applications, officers must take into consideration the ecological enhancement and preservation of protected species. 

By having a comprehensive report carried out by a licensed and qualified ecological surveyor you will be able to satisfy the local planning authority by outlining any risks to notable species and providing advice of alterations that can be made to lesson the disturbance of the project on the surrounding wildlife. 

 

What is included in your report:

The UK Habitat Survey and Biodiversity Net Gain Assessment are surveys that are becoming mandatory as part of the planning process from 2nd April 2024. Therefore, a lot of our clients request that these surveys are completed at the same time as the Phase 1 Extended Ecology Survey, keeping the price as cost effective as possible. These surveys can be completed independently, but this will require the ecologist to visit the site again to conduct the surveys at an additional cost.
